There are two use cases for two blinking modes: Showing the advanced
technology of st. If the refactoring works, this shows the flexibility
of the st vt100 implementation. It’s a bit like the DEC test sequence.
Why would it be needed?

The second use case is to have contrast in an all blinking terminal.
Maybe an escape sequence could be useful to define the blinking inter‐
val.

I’m against fast blinking. Either apply variable blinking support (with
fast blinking being a special case) or just keep the binary state of
blinking or not blinking.
