The problem that it solves is documented on

"Because dwm is customized through editing its source code, it’s
pointless to make binary packages of it [...]"
The goal of this program/project is to help in compiling and tuning
your own flavor in your $HOME and in running a X session with it. It
offers a kind of standard way: my dwm compilation directory will no
more be the mess it used to be :)
