My setup is a bit different, generally I have LC_ALL set to en_US... in
my startup scripts and the output of locale looks like this:

antoni_AT_lemongrass ~ $ locale
LANG=
LC_CTYPE="en_US.UTF-8"
LC_NUMERIC="en_US.UTF-8"
LC_TIME="en_US.UTF-8"
LC_COLLATE="en_US.UTF-8"
LC_MONETARY="en_US.UTF-8"
LC_MESSAGES="en_US.UTF-8"
LC_PAPER="en_US.UTF-8"
LC_NAME="en_US.UTF-8"
LC_ADDRESS="en_US.UTF-8"
LC_TELEPHONE="en_US.UTF-8"
LC_MEASUREMENT="en_US.UTF-8"
LC_IDENTIFICATION="en_US.UTF-8"
LC_ALL=en_US.UTF-8

No idea whether this makes any difference. Probably not. Strange. Pity I
couldn't help you I know this is pretty annoying. Did you try searching
the wmii archives, maybe there some other things mentioned you could
try.
