[dwm] command line tool to notify()

what do you think about writing a tool for commandline to generate a
notify() event to the X. This way we can call it from any program (irssi,
mutt, our own shellscripts) and notify the tag where they are.

it shouldnt be hard to do. but i have not many time these days :(
