If a tiled window is resized or moved with the mouse it becomes
floating, so not obeying layout changes is the expected behaviour. I
think it makes sense, and is correctly documented in the man page.
BTW, you don't need to restart dwm in order to make that window tiled
again, you can toggle the isfloating flag of the client with Mod+Space
or with Mod+Button2.
