[dev] final fix for debian

Hi Kris,

I built the .deb package from 3.9-2 with make deb. The build was ok,
but there was a problem with installation.
I had to change a line in file:
   debian/patches/01-config-local-mk.patch
where:
   +DESTDIR=$(ROOT)/debian/wmii-hg/
should instead be:
   +DESTDIR=$(ROOT)/debian/wmii/

Just fix that and the package is debian ready.
