Yes. Some site map or apache index style thing that was wholely
standard and couldn't be "styled" would be very useful.

Coupled with a reliable "print view", you could avoid much of what
makes websites so annoying. While modern web technologies enable
many terrible things, they in theory can provide a reasonable
environment. It's the web designers who are primarily responsible
for ruining things. And those who pay them.
