This is bad advice, perhaps just because, like most snappy mantras,
it's a gross oversimplification of reality. Some non-developers need
software, but can't create it themselves. Filling those niches with
software is not a waste of your time, especially not if writing that
software provides you with means for sustenance. Your rule applies if
you're willing to take the next step and empathize with someone--it is
a good guideline for designing interfaces.
