[dev] [dwm] [PATCH] mostly casting changes

Hello,

this patch does the following things (in order of appearance):
- remove blank line to match rest of the file
- add missing declaration of a function
- remove unnecessary cast
- don’t unnecessarily cast away constness (3 times)
