Sure the "progress" of web was manipulated - standards are not plants,
they won't develop by themselves. The problem is that the direction of
that manipulation was generally well-recieved, so little hope left that
it will be discarded any time soon.

Very simple. Initially the web was basically a set of tools to transmit
NeXTSTEP UI over network in somehow more human-readable form. Then it
started to grow monstrous extensions, that were initially directed into
making the "content" more visually appealing, and then to turn the "web"
into another framework for client-server applications, and ended up
becoming an overengineered replacement for X11.
