Like you said, that is not something that is the consequence of the
terms of GNU GPL. The idea of GNU GPL is to ensure the four freedoms
for all the users of software.

and thus GPL was exempt from such clauses.

I think the issue is with the laws of a particular country the primary
copyright holder is physically in (I believe Mr. Torvalds is living in
the USA). This is the reason Theo de Raadt, primary developer of
OpenBSD, lives in Canada, which has more lax restrictions on the export
regulations, allowing OpenBSD to include more sophisticated security
mechanisms than it would be possible were he a resident of USA.
