To toss my experience in to the mix - I've noticed it too. However, I've
noticed that if you toggle the size of the save-as window (whether
click-n-drag or remove it from the floating layer, and then send it back to
floating) then it behaves just fine.
At least to me, it appears that this occurs only on the initial window
size/draw.
