[dwm] taglayouts-4.3 announce

Hi, I today released taglayouts patch for 4.3, there's only slight
difference as it now respect the application of extern storage class in
dwm.h, so there's now no reject while patching (yes, I forgotten to do
it for version 4.2 :) - no other changes done.
