Copy /usr/local/etc/wmii/rc.conf to $HOME/.wmii and change the
variables as follows:

NORTHKEY=Up
SOUTHKEY=Down
WESTKEY=Left
EASTKEY=Right

If you've don so performi:

/usr/local/etc/wmii/rc reload keys

and it should work as expected.
