I confirm this. Please see this screen capture which demonstrates
the problem:

The first two times (the xev and the terminal), the resizing works
because the client is the top-most and is focused. The third time
(when xev is not top-most), doing the resize has no effect: you can
see that MODKEY is held down (in the middle terminal), the mouse is
moved around, and finally the mouse button and MODKEY are released
(in the middle terminal). Instead when mouse button is pressed on
the xev client, it becomes top-most like the OP reported.
