Do you mean pseudo-transparency or real transperancy? The former
should work so long as you set your root background somewhere
(which you don't here). That is, you need to use a program that
actually sets your *root* background, and doesn't just lay
another window over it, which some programs do. It shouldn't
matter whether ot not you use rc.wmii. The latter method should
work no matter what you do.

As a side note, you shouldn't modify rc.wmii, just add a
rc.wmii.local file.
