I settled on the following mpv configuration.

This produces a file like the one below, which I edit until the
subtitles are acceptably timed. Each line marks the beginning of the
next cue and the end of the previous cue.

Texts for the subtitles are stored in other files, one file per
language. These files have one line per cue, so they have one fewer
line than the corresponding timings file.

I then produce a WebVTT file for each combination of a timing file and
language.
