That fixed that problem.
Next error I get is this
LD cmd/wmiir.out
/usr/lib/gcc/i686-pc-cygwin/4.3.4/../../../../i686-pc-cygwin/bin/ld: cannot find -lgcc_s
collect2: ld returned 1 exit status
make[1]: *** [wmiir.out] Error 1
make: *** [dall] Error 2
