At least on OpenBSD GTK+3 is already required for GTK+2 webkit:

/usr/ports/www/surf $ make full-run-depends | grep gtk
gtk-update-icon-cache-2.24.22
gtk+3-3.10.6
gtk+2-2.24.22p0

This makes the whole point of "GTK+3 is bad" a bit moot here from
practical standpoint. AFAIK webkit2 (GTK+3 version) is also a bit ahead
of webkit1 feature-wise, which may be important, specificly given that
surf is indeed an interface to things that already suck big time.
