All the people via compatibility layers.

DCC knows both ways. But actually, the DCC is only meant for the IRC in‐
terface protocol.

        IRC client <-> bitlbee <-> tox

Then the IRC client can accept or decline the transfer. That’s an easy
signal, if video and voice are supported.
