There are two issues here:
* No UA may break things - some sites may expect UA.
* There are many sites that render something meaningless to browsers
with unknown UAs.
* UAs are not the only way of identifying browser, and not even a
reliable one.
FWIW the "Web" is too broken for an easy workable solution.
