I believe Anselm put "scratch" ("fnord" as of 0.5, as some will be
pleased to notice) on key "0" deliberatly; it's not intended as a
general purpose tag, but more as a "put it there if you want it out of
the way/detached" tag (at least that's my interpretation). From that
pov, it makes sense to number the "normal use" tags 1...n and put the
"fnord" tag on the further away "0" key.
