Partially answering my own question, xprop reveals something that sounds
likely, but I can't figure out how to set it. Running xprop on my
xterm says (amongst other things):

WM_HINTS(WM_HINTS):
                Client accepts input or input focus: True

I think I want to set that to False. The manpage for xprop tells me
that I can set properties, but I don't have enough information to make
it work. I'm not actually sure that xprop can set complex properties
such as WM_HINTS - it seems to be more aimed at simple properites that
are true/false/integer/etc. I guess I need to find the specific name of
the singular focus-controlling property, and/or find a better tool than
xprop.
