[wmii] Float keybinding

Hi -

In today's snap, I've added the following to the keybindings section of
my wmiirc to transition an app between managed and float states:

                $MODKEY-f)
                        xwrite /view/sel/sel/ctl sendto 0;;
                $MODKEY-Shift-f)
                        xwrite /view/sel/sel/ctl sendto 1;;

It works fine, but I have two questions:

  - Why hasn't this keybinding been included by default in the last few
    snaps? It seems very handy to me.

  - Is there an easy way to make this command toggle between the 0 and 1
    layers? That way only a single keybinding could do the job.
