How surprising! Some of the clients, whose title bars are blank, do
not have any Telugu text in them! They have normal ASCII names like
"Terminal", "wmii - Thunderbird", and "Workrave". (I observed these
names via the xwininfo tool.)

If xwininfo can read these title names, I wonder, why wmii is not
able to?

I tried using Xutf8TextPropertyToTextList() instead of
Xi18nTextPropertyToTextList() (which is really just a macro to
XmbTextPropertyToTextList()) at line 37, but no luck. :(
