[wmii] libixp-0.1

Hi there,

in order that Denis can release wmii-3.5, a libixp-0.1
package is necessary. Here it is:

 http://libs.suckless.org/download/libixp-0.1.tar.gz

If there are plans to create binary packages for wmii-3.5, you
should create libixp packages as well now, that you can use this
as dependency.

libixp includes the commandline tool ixpc (which was formerly
known as wmiir).
