Actually, it's not placed randomly in all views. It's placed randomly in
the current view, while the old view inherits its position from the
current view. It's an annoying bug, though.

It can be brought to the front with only a mouse click, though that
mouse click must be on the bar, not the window. Also, some floating
windows which are tagged with multiple tags don't have their borders
redrawn properly on Expose events.
