That is a quite old wmii but, this should work fine:

Open your local wmiirc file and change MODKEY=Mod1 to MODKEY=Mod4

Mod4 (windows key) should be: keycode 115 (keysym 0xffeb, Super_L) in xev.
I'm not sure where your getting ISO_Level3_Shift.
