How can a window be *behind* another in the managed area? I assume
you are referring to windows in the floating area.

Anyways, you can try retagging the client (the window) to achieve
this: remove the current view from the client's tag list and
restore it immediately. Because wmii automatically focuses the
newest client in a view, this should effectively put focus onto your
desired client.
