No, emerge is under-engineered. The one time I tried to set up a
Gentoo-based system (more precisely, Funtoo), I started by installing
some smaller packages that I knew I would need, and then a package that
I tried to install later required that I reinstall an earlier package
with different USE flags. I don't enjoy building packages quite that
much.
USE flags make Gentoo's package system so complex that you need CML2
(<http://catb.org/~esr/cml2/>) to build a system with it.
Unfortunately, emerge doesn't seem to come with CML2.
