[wmii] emacs (tool-bar-mode nil) long startup under wmii

Hi all,

I've noticed the following behaviour on two different machines which
are both running:
    FreeBSD 6.1
    GNU Emacs 21.3.1
    wmii-3.1 patched to allow...
    Ruby-IXP
    Ruby-WMII

If .emacs contains:

    (custom-set-variables
      '(tool-bar-mode nil)
    )

(which deactivates the pointless toolbar), then emacs pauses once
loaded for a few seconds, before it responds to any keypresses. It's
very annoying. :-)

This does not happen if:

  - I run "emacs -nw" run in a terminal, since then there is no
    toolbar anyway.

  - I comment out the (tool-bar-mode nil) instruction (so emacs
    starts with the toolbar).

  - I use twm or dwm, which are the only other window managers I have
    installed on either of these boxes.

It _does_ happen if I move my rubified ~/.wmii-3 and use ordinary wmii
without ruby running.

I haven't tested unpatched wmii-3.1 or the latest from hg tip.

I invite interested parties to attempt to reproduce this and fix it,
or tell me I'm smoking crack! :)
