Such issues seem to be related to broken apps. They do configure
window calls on their own and send configurerequests, which wmii
ignores for managed apps. Maybe the only solution is to only use
such kinds of windows in a floating way.

That is wanted behavior, because the tag is not destroyed after
least disappearance of a window, but on selecting a new tag.
This allows to not loose a tag workspace which has been created
by a splash window or something similiar which disappears before
the main window appears.
