There will always be the option to show and fill the bar on both
screens. It'll be able to be turned off on any or all screens.

No, that's not an option. If you want that, you'll have to write
a (rather simple) script to do it. As I've said, you'll be able
to show whichever screens on whichever monitor you want, so
clients won't even be lost.
